Seriously, these era Xeons are super cheap on eBay...
Even the Sandy and Ivy bridge ones are. I replaced my main desktop with an HP Z620

Almost bought it......but it is over 5 years old. I think a bit of diligence could yield a newer machine for not much more.

My work computer is a Z600 with dual X5550 CPUs and 12gb of RAM. No SSD, just a 1TB WD enterprise drive. Absolute monster. Not quite as fast as my 6 core Xeons at home, but no slouches.

Newer motherboard means I could upgrade to a newer processor in the future if it was deemed necessary. Plus it takes newer, faster RAM. And it ditches the triple stick setup that T3500 needs or whatever it was called. Bigger HDD and a bit more ram and still has win7.
So it’s about 200$ more, but I think you get more than 200$ of “better” over this one you posted.
